Municipality matters
When you are going to study in the Netherlands you need to arrange certain legal matters in order to be able to study here. One of the things that you need to arrange is that you will be registered at a Dutch address. This is mandatory by Dutch law and counts for everyone staying longer than half a year in the Netherlands. The municipality will register you in their data base (=gemeentelijke basis administratie).
